Alexander Korshunov, "Balance of the 2022 budget is important"

The first meeting of the II session of the VII convocation of the PMR Supreme Council took place on September 8. The Parliament Speaker Alexander Korshunov announced the main work plan of the legislative body for the next 4 months:

“The President declared 2022 the Year of Health Care. We are well aware that it will be necessary to pay special attention to both the objects of the healthcare system and medical workers, medical equipment, technology, and so on. A number of state programs will be adopted within the framework of the law on the republican budget. Some of them continue to operate from 2020 and 2021, but a number of new programs are also envisaged. In particular, Vadim Nikolayevich Krasnoselsky voiced the idea of ​​the need to create and finance a new state program on post-like recovery. We consider that this program should be implemented in 2022, and we will do everything to ensure that it is created and filled with financial resources. In the face of pandemic and international risks, this will not be easy. We are confident that thanks to well-coordinated work we will consider and adopt all the necessary government programs.

One of the main tasks for the autumn session, we set the consideration and adoption of the law on the republican budget for 2022, the main parameters of which will be balance and availability of financial sources. Of course, in the structure of the law on the republican budget, we consider that the Capital Investment Fund should be preserved, which will be mainly aimed at the health care system, including rolling stock, equipping with medical equipment, and repairing medical facilities. We must not forget that life goes on and it is necessary to finance other areas within the framework of the law on the republican budget.

Another important task is the development of the PMR Budget Code. At the beginning of the year, voicing the Message to the state authorities of the republic, this task was set by the PMR President Vadim Krasnoselsky. The deputies and representatives of the executive authorities created a working commission on this issue. We are already at the home stretch, so to speak. The law-in-draft has been practically prepared in zero reading. It will take very scrupulous work on the development of each article, each paragraph of the articles, in order to accept this codified document. It is very important for any state.

It is necessary to clearly define the conceptual apparatus and correctly build the budget process, so that any performer at any level understands what to do and how to do it. Of course, control over the financial resources of the state, that is, people's money, is an important part in this process. All these points must be very clearly and accurately spelled out so that at all levels of interaction there is no disagreement and misunderstanding in the process of implementing this code".
