The Government's law-in-draft aimed at expanding the list of executive bodies of state power that are authorized to exercise control (supervision) over the implementation of legislation in the field of protecting children from information harmful to their health and development was discussed by deputies in the course of the plenary session.
The Ministry of Digital Development, Communications and Mass Media, the Ministry of Education, the Ministry of Justice and the State Service for Culture and Historical Heritage will exercise control (supervision) within the framework of their powers at the suggestion of the highest executive body of state power.
The relevant law proposes to establish that the subject of state control (supervision) over compliance with the legislation of the Pridnestrovian Moldavian Republic on protecting children from information harmful to their health and development is compliance by manufacturers, distributors and persons providing children with access to information with mandatory requirements set out in laws and regulations.
The regulation on state control (supervision) over compliance with legislation in the field of protecting children from harmful information will be approved by the Government of the Pridnestrovian Moldavian Republic. It is assumed that the Ministry of Digital Development will continue to regulate and control the activities of the media and the dissemination of information via the Internet. The Ministry of Education will monitor compliance with requirements for the protection of children in educational institutions, as well as ensure safe access of children to information resources. The Ministry of Justice will be responsible for ensuring compliance with legislation in the field of consumer protection. The State Service for Culture will be vested with the authority to control the holding of cultural and educational events.
Changes are being made to the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic. The government proposes to empower the Ministry of Digital Development, the Ministry of Education, the Ministry of Justice and the State Service for Culture to draw up protocols on administrative offenses in the field of protecting children from harmful information.
The draft laws on amendments to the law "On the protection of children from information harmful to their health and development", as well as to the Code of Administrative Offenses of the Pridnestrovian Moldavian Republic were supported by deputies in the first reading at a plenary session. Work on the legislations continues.
