The State Duma held parliamentary hearings, during which the provisions proposed by the Ministry of Labor and Social Protection were discussed. It concerned the law-in-draft on the ratification of which came into force in 1955, the Convention of the International Labour Organization (ILO) "Minimum Standards of Social Security". The Convention establishes a minimum level of public support in such spheres as medical care, maternity, unemployment, old age, accidents at work. The question of its ratification was discussed in Russia from 1990, but the state budget does not allow fixing on the legislative level prescribed in the Convention requirements. Today the situation has changed for the better, and the question of social protection of the Russian population by international standards was risen again.
Authors of the law-in-draft propose according to the objective in terms of Russian reality reason not to extend the ratification of the Convention into two sections - "Provision of unemployment" and "Family security". Serious attention is paid to the requirement laid down in the document to the pension replaces 40 percent of lost wages. This aspect of the past has been a sticking point in the discussion of whether Russia is ready to meet the requirements of the Convention.
From the perspective of the ILO, Russian federal legislation is compatible with the requirements of the Convention, but the adaptation would still be needed.
Reference: the Convention had been ratified by more than 50 countries in 2015 - both with a high standard of living, and developing. It was approved in Norway, Sweden, France, Switzerland, Portugal. In the two years to prepare the legal framework for the ratification was decided in China. As for developing countries, Chad, Honduras, Barbados, Senegal and Niger joined the document.
