The Government is new, are the approaches - old?

Based on the provisions of the Constitution the procedural rules of the legislative process are enshrined in the Rules of the Supreme Council and are mandatory. One of the links in the legislative chain - is preparation of conclusions on the initiative. The Government is an important element of this mechanism. The lack of delay in providing them with official conclusion for legislations stops the work of the parliament. If we are talking about proposals that increase the budget expenditures or reduced revenues to the state treasury, as well as on the issue of treasury bonds, or changes in the financial obligations of the state, or even block the legislative process. To date, 29 initiatives are in the parliamentary granary waiting for the government to enter. To prevent this harmful practice, a group of deputies of the Supreme Council has proposed to limit the term of the government conclusions thirty days. If the opinion of the executive branch has not been formalized in a timely manner, the lawmakers asked to provide the right to consider the initiative, without taking it into account.

There were more than a dozen entities conclusions, most of which are positive for the parliamentary initiative. The government and the President were against unlimited period of official conclusion for the law-in-draft. Their representatives said that the pass laws without consulting branch with authority to conduct a uniform financial, budgetary, fiscal and monetary policies, is unacceptable. Parliamentarians in response again and again returned to the fact that the deputies just advocating that it's timely to hear opinions.

Deputies during the discussion provided a package of specific examples where the lack of official government conclusions proved a stumbling block in addressing the most important for the country and its citizens' problems.

The official representative of the government after a lengthy exchange of views suggested to leave in the initiative of the 30-day period, but to remove the item for the Supreme Council of the right to examine an initiative without formal imprisonment in his absence.

As a result, according to the recommendation of the responsible committee they unanimously agreed to adopt in the first reading a package of legislations that oblige the government to provide conclusions on legislations within thirty days, taking into account the voiced comments. Appropriate amendments will be made to the Constitution and the laws "On the Government of PMR" and "On the Rules of the Supreme Council of PMR".
