The Help to Victims of the Crisis

Chaired by Peter Pasat a weekly meeting of “The Obnovlenie” parliamentary faction was held. Representatives of this political formation in the Parliament considered in its course the most pressing issues that are included in the agenda of today's plenary session.

The President has sent the next law-in-draft in the regime of legislative necessity to the Supreme Council. The document suggests minimizing the negative impact of the crisis on the economy of Pridnestrovie, support the productive sector of the domestic business. The essence of the legislative initiative represented by the president aimed at changing the legal norms of the law "On taxes on income of organizations" is to release the so-called tax losses on the basis of financial and economic activity in the past year, light industry, working on tolling scheme, as well as those economic entities, which began work in 2015.

Looking back, deputies of the Supreme Council adopted a law "On amendments to the Law of PMR "On Tax on income of organizations" in two readings January 20. According to the legislation the innovation "to tax losses" in respect of organizations whose revenue from sales of own products is more than 70% in the structure of sales revenues is not applied. Enterprises of the real sector of the economy, in case of losses at the end of 2015, no longer are required to recalculate the tax base for income tax based on a 5% profitability. Deputies are consistent in intent to support the economic agents in the current difficult circumstances. Accordingly, members of “The Obnovlenie” parliamentary faction unanimously agreed to expand the list of business entities, which will not apply the rules on the levying of "tax loss", those who work on tolling scheme - sewers and shoemakers.

It is noteworthy that parliamentarians within the generation of anti-crisis program tried at the legislative level to support, in particular shoemaking last year. Then the deputy Chairman of the parliamentary committee on economy Peter Pasat proposes to reduce the burden of tax on income of enterprises for the shoe industry by 50%. He was supported in this by colleagues deputies. The motivation for this step was the fact that the income tax rate for manufacturers of footwear is one of the highest in comparison with other branches of the manufacturing sector. This led to the fact that shoe companies were forced to pay taxes through the use of working capital. As a result, the result of their financial activities often grew losses; there is no question of any profitability of footwear production in this situation. That is why the abolition of the "tax loss" for this sector in a raging crisis is vital. However, if parliament adopted a law the president vetoed. Now the President himself has initiated the law-in-draft to facilitate the activities of enterprises operating in the tolling.

Participants of the meeting agreed on the adjustment of the faction of certain provisions of the constitutional law on the government. We are talking about the timing of the supreme executive body of the Republic opinions on draft laws under consideration by the Supreme Council. It is supposed to establish a mandatory rule: the Government in 30 days is obliged to submit to the Parliament the official conclusion for law-in-draft. In case if this rule is not followed, it will not be an obstacle to the consideration of legislations by people's deputies. Previously, such a provision in respect of certain laws, especially those related to the costs and revenues of the budget, the need to provide economic justification, blocked the legislative activity.
