Changes to the Constitution of the held on the eve of December 10, 2000 elections of deputies of the Supreme Council of III convocation significantly transformed the electoral system. The Parliament became unicameral. It includes 43 deputies elected by the majority system. Representatives of different parties fought for parliamentary portfolio. According to the results of parliamentary elections, a third of seats belonged to representatives of SPAPP - the new members at the time of public organization "The Union of Industrialists, Agrarians and entrepreneurs of Pridnestrovie". Numerous representatives of "The Obnovlenie" formed the faction "Soglasie". The Parliament, as ever, remained multicultural. Its representatives in the majority (40 out of 43 MPs) had higher education. Skills of legislators were also quite colorful: deputies were lawyers, teachers, engineers, economists, doctors, engineers, agronomists, mechanics, energies, vets, journalists, filmmakers and metallurgists. They had to continue to work on the adaptation of parliamentary activity to the demands of modern reality. The law on the regulations of the Supreme Council was adopted at the end of the first year of convocation. Parliamentarians were given a choice: to work on a permanent (professional) basis, or to carry out the activities in parallel with parliamentary work. There was an exception of combination of parliamentary activity and the Public Service, as well as the simultaneous representation of different branches of government. For those who prefer working in the legislature on a regular basis, they retained the right to engage in teaching, research or creative activity.

Gregory Maracutsa headed the Supreme Council as in the previous parliamentary five-year. The structure of the legislative body included seven committees and two commissions. Amended Constitution required coordination of entire legal framework of the republic. The codes development required huge labor and time costs. With the participation of deputies of the Supreme Council of the third convocation was created by the Constitutional Court of the Republic. At that time, the process of formation of state and government was finished. The abolition government was replaced by the Cabinet of Ministers - an advisory body to the President. Parliamentarians are actively working on the development strategy of the republic's foreign policy.

If we evaluate the efficiency of lawmaking, it is worth noting that the third convocation was adopted twice more laws than the second - more than seven hundred initiatives, most of which differed apparent economic and social orientation. In the first five years of the 21st century the main financial document of the country has undergone major changes: updated requirements for the preparation and execution of the budget, has increased its degree of transparency. Extra-budgetary accounts of ministries and departments have been eliminated. The tax system has gone through major reform. As a result, revenues of the republican budget for the five years up to three times, which increased the size of salaries, pensions and allowances. Privatization funds have been directed to the same goals.

Education was one of the priority directions of the state policy of the republic. The Supreme Council at the finish line the convening, in March 2005 adopted the doctrine that established the development strategy in this sphere until 2015. The document was developed by Pridnestrovian scientists with the assistance of Russian and Ukrainian colleagues. Its main principle is accessibility and free pre-school, general and vocational education.

Between 2001 and 2005, the authority of the Supreme Council has been further strengthened and increased. The fact that 27 of the 43 deputies were elected and continued re-election to the Supreme Council of IV convocation confirms the level of professionalism and public confidence in the legislature.
