The President directed a legislative initiative to change certain norms of the Code of Administrative Offenses for consideration of the deputy corps. Its essence is in the strengthening of administrative responsibility for violations of the Rules of the Road.
Introducing the presidential law-in-draft, the head of the legal department of the Ministry of Internal Affairs, Radion Chebotar informed the people's deputies, which served as the basis for the introduction of a draft law to the parliament on adjusting the provisions of the Code of Administrative Offenses.
The first proposal of the President is the cancellation of the so-called range in the imposition of penalties for administrative offenses. At the same time, the maximum size of punishment is taken as a basis. It is assumed that this will neutralize the corruption component when assigning a specific amount of fines to state traffic inspectors.
The second proposal is aimed at liberalizing the procedure for paying fines for violations of traffic rules. Today, it is possible to pay the penalty within 15 days (at the same time for 10 days in half size). Vadim Krasnoselsky proposes to increase the general term of payment of a fine to 60 days, while paying it at a rate of 50% will probably be within 20 days.
The controversy on the law-in-draft revealed the disagreement of parliamentarians with certain proposals.
Vice Speaker of the Parliament Galina Antyfeeva noted that the proposed fines in some cases even exceed the Russian ones. Both she and Deputy Oleg Vasilaty insisted on using an integrated approach to solving the problem of accidents on our roads.
Representative of the Ministry of Internal Affairs Radion Cebotar, answering this question, informed the participants of the plenary session that, in addition to changing the legislation, a photo-video-fixing system is being introduced. It is noticed that the number of violations of traffic rules committed by its participants, both drivers and pedestrians, has significantly decreased in places where photovideo equipment was installed. However, it is clear that the expansion of this system requires additional expenses from the state.
During the discussion there were also suggestions to leave ranges when appointing fines to violators of the traffic rules and at the same time to give more powers to determine their specific sizes to the judicial bodies. The end was the voting for the adoption of the presidential law-in-draft in the first reading, subject to making corrections to it in the framework of consideration of the document in the second reading. They will deal with reducing the amount of penalties. As the representative of the Ministry of Internal Affairs Radion Cebotar noted in this connection, for the author of the legislative initiative this is not a conceptual one, which suggests that the size of fines will be corrected in the smaller direction.
