Deputy corps planned consideration of the draft national budget for 2016 and the planning period of 2017-2018 in the first reading during the plenary session March 2.

Information on the progress of the main financial document of the year was presented by Chairman of the Parliamentary Committee on Economic Policy, Budget and Finance Aleksandr Martynov.

The draft Budget 2016 is presented by the government in an unbalanced way. Deficit only socially protected items amounted to 1 billion 134 million rubles. It was possible to reduce after adjusting the planned targets of the document in the profile parliamentary committee. Deputies of the responsible committee propose to establish a special stabilization fund, which is expected to include a profit of state and municipal enterprises, PRB, banks with state participation (Sberbank, Eximbank), from the sale of state-owned shares (25%) of the Rybnitsa cement plant, part of the Road Fund. All this, along with the reduction of some items expenditure budget by 25 to 80% (travel, hospitality, publishing), will further seek 560 million rubles. However, the adjustment parameters of the budget did not affect the socio-protected articles of the main financial document of the year.

Along with this targets profitable part of the state treasury increased at 580 million rubles (in particular, import customs duties in the amount of 365 million rubles). They are related to forward-looking macroeconomic indicators, including GDP, and public expenditure, the Government presented to the legislature in mid-January this year. The outcome of the parliamentary work was the finding with the original planned budget deficit for socially protected items in the amount of 1 billion 134 million rubles of funds in the amount of 1 billion 33 million rubles.

 It was decided that the Supreme Council will consider the draft budget for 2016 in the first reading March 2.

In the remaining time up to March 2, it will be held for at least one meeting of the parliamentary responsible committee. Its members expect the amendments to the draft budget for the current year both from the government after its meetings, as well as on other subjects of the legislative process.

In addition, a list of questions on the activities of the supreme executive authority in 2015 will be sent to the address of the government by decision of the members of the Presidium the Supreme Council. In accordance with the norms of the Constitution the government is intended to report annually on its activities to the legislature.
