The Statement of the Supreme Council of Pridnestrovian Moldavian Republic

The Supreme Council of Pridnestrovian Moldavian Republic was concerned about the declaration adopted by the Parliament of the Republic of Moldova on the so-called "the withdrawal of Russian troops".

The leadership and deputies of the supreme representative body PMR hold the opinion that the unique tripartite peacekeeping operation is the most important stabilizing factor in the relations between Pridnestrovie and the Republic of Moldova, the fundamental guarantee of peace and security on the Dniester.

During 25 years of operation, the peacekeeping mechanism has proved its effectiveness, ensuring the separation of the conflicting parties and the controllability of the situation in the Security Zone, creating prerequisites for peaceful diplomatic negotiations and the realization of the inalienable universal rights of citizens. The peacekeeping mission on the Dniester is characterized by stability, high level of trust and approval from the population of both the Pridnestrovian Moldavian Republic and the Republic of Moldova, being an inviolable basis for maintaining security and predictability throughout the region.

Today's declaration of the Moldovan Parliament reflects the strategy of the leadership of the neighboring state to purposefully undermine the bases of the peacekeeping operation on the Dniester, destabilize the situation, stir up the conflict and turn it into a "hot phase". Such an approach fits into the logic of the previously undertaken destructive steps, including the decision of the Constitutional Court of the Republic of Moldova, as well as the expulsion of Russian diplomats participating in the work of the Joint Control Commission.

The Supreme Council of PMR, based on the Constitution of Pridnestrovie and the existing agreements regulating the process of peacekeeping on the Dniester, categorically does not accept such demarches against the peacekeeping mission. We draw the attention of all international partners to the inconsistency of the approaches of Moldova, on the one hand, involved in the peace process, but, on the other hand, deliberately undermining the foundations of the peacekeeping construction.

The Pridnestrovian legislature strongly condemns the declaration of the Moldovan parliament as contradicting the spirit of peaceful constructive cooperation and the obligations assumed by the Republic of Moldova as one of the three participants in the peacekeeping operation on the Dniester. We suppose that such public demarches aim, inter alia, at distracting the attention of the public and international partners from the progressive incapacity of the Republic of Moldova to formulate an adequate position on the existing problematic aspects in the Moldovan-Pridnestrovian dialogue and to achieve positive decisions on the relevant socioeconomic and humanitarian-legal issues. Such approaches do not contribute to strengthening mutual trust and enhancing the effectiveness of bilateral interaction in any of the existing formats.

In this context, we express solidarity with the principled position of the State Duma of the Russian Federation, outlined in the statement dated July 7, 2017, containing condemnation of any calls for the transformation of the existing peacekeeping operation and any actions to prevent the work of the Joint Control Commission.

The Supreme Council of PMR considers it necessary to recall that in a joint statement of the Presidents of the Russian Federation, the Republic of Moldova and Pridnestrovie dated March 18, 2009, the possibility of transforming the peacekeeping operation on the Dniester is stated exclusively in the context of the final political settlement of the Moldovan-Pridnestrovian conflict. Thus, any decisions in this area cannot be unilateral, but should be taken in the established format - at the level of the heads of state that act as the three sides of the joint peacekeeping operation on the Dniester.

We warn the Moldovan parliament of provocative actions that create the prerequisites for destabilizing the regional situation and urge us to focus our efforts on creating legislative foundations that contribute to the practical resolution of existing problems and contradictions between Moldova and Pridnestrovie in the social, economic, humanitarian and other spheres in the name of people's interests.
