What laws will enter into force at the beginning of 2022


A number of laws and state programs come into force next year after adoption by the Supreme Council and signing by the PMR President.


Youth policy

Those who work in enterprises after the dual training system will have advantages. The rate of the unified social tax for them will be halved – from 25% to 12% from January 1, 2022. The same tax credit will apply to mentors. Relevant amendments to the law "On the unified social tax and compulsory insurance contribution" were adopted and signed.

The state will continue to provide state subsidies to state employees for the purchase of housing in 2022. The support will also apply to teachers of organizations of additional education who work in art schools, art schools, sports schools, library staff and workers of cultural centers. 18 million rubles in total  have been allocated in the budget for the next year for the implementation of the law to support young families in purchasing housing.


Support for families with children

Laws have been passed to support large families. If housing is purchased for the first time, then income of 312 thousand rubles will not be taxed. The norm will take effect from January next year. It is necessary to submit documents to the tax office and the accounting department at the place of work to receive the benefit.

Starting next year, the size of the lump-sum allowance, which is paid at the birth or adoption of a child, will increase. Now it is 1862 rubles, in 2022 it will be 2134 rubles. The one-time allowance for women registered in early pregnancy will be doubled, the payment will amount to 242 rubles.

The allowance for caring for a child under the age of 14 who suffers from tuberculosis will be paid for the entire period of treatment - outpatient and inpatient of a medical institution. The term will not be limited to 90 calendar days from the new year. For example, treatment of a resistant form of tuberculosis takes at least 18–20 months, experts say. At the beginning of the year, amendments to the law "On the provision of benefits for temporary disability, pregnancy and childbirth of citizens subject to state social insurance" come into force.

The law on the payment of compensation for meals to disabled children, who for health reasons cannot attend educational institutions, comes into force from January 1, 2022. They will receive monthly payments in the amount of 45 RU MW (437 rubles). Such state support has not been provided before.

A large family will retain its status and benefits if the children are transferred to full state support. We are talking about students of the Tiraspol Suvorov Military School, the Republican Cadet Corps, the Olympic Reserve School and social institutions. Large families will continue to receive free medicines for children under the age of 6, use all types of urban transport and suburban traffic will remain free in 2022. Benefits for payment of utilities and training in state organizations of primary, secondary and higher vocational education will also remain.

Social policy of the state

Participants in hostilities during the Great Patriotic War will receive free hearing aids without establishing a disability group. Medical indications are needed. Amendments to the law "On social protection of war veterans" come into force on January 1.

Widows of military personnel who died in the line of duty or died as a result of a military injury in peacetime will receive two pensions. In this case, a woman should not be in a new marriage. Several laws have been amended.

The 2022 budget provides for amounts for the payment of compensation to wheelchair users. The state will help them adapt an apartment or a room in a hostel for ease of movement. The norm applies to disabled people of I, II groups and disabled children under 18 years of age. The amount of payments will be up to 5 thousand rubles. Amendments have been adopted to the law “On social protection of disabled people”.


Support for enterprises and organizations

Next year, a reduced coefficient of 1.05 will be applied for garment and footwear workers working on tolling raw materials. The tax credit, which has been in effect for several years, has been extended again.

Sponsored funds received by organizations in the sphere of sports, culture and education will not be taxed on income. This can be prize payments, transfer of funds or transfer of property from sports federations and organizations that hold sports events, competitions, cultural and educational activities. Such income has been subject to taxation until now. For example, a sports school or children's art school had to raise additional money to pay income tax, which is charged on sponsorship.



Starting from the new year, legal entities and individual entrepreneurs, when filing a statement of claim in court, will not provide an extract from the Unified State Register. The judicial authorities will be able to independently obtain the necessary information from the register of legal entities and individual entrepreneurs registered in the territory of Pridnestrovie. Amendments to the Civil and Arbitration Procedural Codes of the PMR were adopted and signed. The digitalization of public services and the work of the "System of interdepartmental data exchange" facilitate the interaction of legal entities and individual entrepreneurs with the courts.

The rule that will free citizens from providing receipts for payment of public services to state authorities will come into force from March 1, 2022. The innovations will speed up the process of providing public services. This will become possible thanks to the creation of the state information system "Electronic Payments". The payment status can be seen online. There will also be an opportunity to pay for public services on the spot through QR codes and POS terminals, which are planned to be located in administrative buildings. Changes were adopted and signed into 16 specialized laws.

New for Pridnestrovie the law "On state genomic registration in the PMR" will come into force on January 1, 2022. It determines that genomic registration will be mandatory for citizens who have been convicted and are serving a sentence for committing grave or especially grave crimes, as well as all categories of crimes against sexual inviolability. The DNA database will necessarily include biological material that was taken at the crime scene or during investigative actions and was not identified, and biological material of the deceased, whose identity has not been established. Any Pridnestrovian can voluntarily enter data on his DNA, but this procedure will be paid.


New state programs

On January 1, a new five-year program "Textbook" will begin to operate. It will provide schools in the republic with textbooks in the Moldovan and Ukrainian languages.

At the beginning of the year, the first adopted state program for the prevention and treatment of cardiovascular diseases, designed for five years, comes into force.

The republican budget for 2022 provides funding for the purchase of housing for the PMR defenders who need it. The corresponding state program after its adoption will also enter into force on January 1 of next year.
