Protect children, support the youth


Deputies of the relevant parliamentary committee recommended colleagues to adopt in the second, final reading a package of two legislations related to the protection of children from information harmful to their lives, health and development. This is about a ban on the dissemination of this kind of information and their immediate (a period of one day) removal from the Internet. In many countries of the post-Soviet space there are sad cases when calls for gathering in squares, for overthrowing power, and this is extremism in its purest form, ended in bloodshed. In the same row, the incidence of minors to suicide, the spread of drugs, pornographic products.

The authors of legislative initiatives, these are committee members Igor Buga, Ruslan Gareev, Pavel Shinkaryuk, Andrei Safonov, the authorities ’reaction to destructive actions should be immediate. Upon receipt of a notification from the hosting provider about the need to delete a section of the site and (or) the Internet page containing information the distribution of which is prohibited in the republic, the site owner must immediately delete it.

The Government pays special attention to the implementation of youth policy - without the youth, the state has no future. Currently, in accordance with current legislation, this demographic group includes young people under the age of 30 years. In Russia, this age level is raised to 35 years. We are harmonizing our legislation with the Russian, therefore the amendments to the law “On State Youth Policy” voted by members of the responsible committee of the Supreme Council became logical. Their authors were members of the relevant committee. The amendments to the law adopted during the meeting established that the youth will be a socio-demographic group of citizens aged 14 to 35 years. Moreover, the family will be considered young during the first five years after marriage, in which the age of at least one of the spouses does not exceed the same 35 years. An incomplete family consisting of a parent under the age of 35 and a minor child will also be considered young.

In addition, the same law-in-draft established that members who are members of youth public associations may be citizens who have reached the age of 14 years.

The adoption of the law-in-draft by the deputy corps of the Supreme Council will entail the adjustment of all legislation in force in the field of youth policy. Its improvement will become an effective mechanism that will keep young people in the republic.

The final item on the agenda of the meeting of the Committee on Public Associations, Sports, Information and Youth Policy was the draft law "On the Republican Budget 2020". Deputies discussed the document the first of all parliamentary committees, as well as last year. The legislation was presented to the deputies by the First Deputy Minister of Finance Alena Ruskevich. She informed parliamentarians about the main parameters of the revenue and expenditure parts of the main financial document for next year, the directions of budget financing. According to the minister, next year the republican budget will continue to maintain a social orientation, and the efforts of the authorities will be aimed at the fulfillment by the state of social obligations to citizens, as well as the implementation of targeted programs. The government that developed the draft budget for 2020 believes that there is also reason to talk about the beginnings of a development budget. This implies an increase in funding for capital investment programs, support for entrepreneurship and youth.

As part of the law-in-draft discussion, parliamentarians had a number of questions and suggestions regarding the indexation of salaries of public sector employees next year. The deputies are convinced that the priority of spending budget funds should improve the quality of life and increase welfare of Pridnestrovians.
