President Vadim Krasnoselsky, in a legislative necessity, sent a legislative initiative to the Supreme Council aimed at streamlining the export of grain, oilseeds and industrial crops produced in the republic. The law-in-draft was considered in the course of meeting of the parliamentary committee on agribusiness, transport, construction, natural resources and ecology.
In particular, the initiative stipulates that these kinds of agricultural products can be exported with a license. At the same time, the explanatory note to the law-in-draft stipulates that "all types of business entities are permitted to engage in this type of licensed activity, regardless of the organizational and legal form and form of ownership, without any other restrictions not stipulated by licensing requirements and restrictions".
At the same time, the author of the legislative initiative proposes to exempt from licensing the export of grain, oilseeds and industrial crops by legal entities and individual entrepreneurs if more than 70% of the grain they export is their own production.
In the course of the discussion, parliamentarians expressed the opinion that measures to stimulate the export of grain grown on the territory of the republic are certainly worthy of attention. But it is necessary to take into account the peculiarities of its production, collection, interests of domestic suppliers of this product.
It is necessary in the opinion of the deputies to carefully consider the mechanism for implementing the new norms of the law.
