The first in the agenda of the next meeting of the Committee of the Supreme Council for Education, Science and Culture were legislations, responsible for the adoption of which is just the profile committee. Thus, its members supported the legislative initiative of the head of the committee, Mikhail Burla, which extends the rights of citizens who raise underage children with disabilities in the PMR Labor Code. It is about the right of one of the parents, including the adoptive parents, to use an annual paid vacation at his / her own convenience at a time convenient for him. Such a right at the legislative level will also be vested in guardians and trustees.
In accordance with the labor legislation of certain categories of employees, annual paid leave can be provided at their convenience at their own convenience. However, the above-named persons were not previously attributed to them. Often employers, on the pretext of an industrial necessity, granted parental leave (guardians, trustees) raising disabled children, when it was beneficial to them, rather than employees, which reduced the possibility of caring for a sick child.
The law-in-draft was unanimously supported by members of the profile parliamentary committee and recommended to the deputy corps for adoption in the second, final reading.
Deputies of the responsible committee Mikhail Burla, Oleg Horzhan, Andrei Sipchenko and Sergey Vasiliev initiated the adoption of amendments and addendum to the basic law "On Education". They introduce into the legal base of the republic the notion of "experimentally-innovative activity". The need for its use is explained by the ongoing reform of the PMR education system, the introduction of new state educational standards at all levels of education, the launch of a number of innovative pilot projects in 2018-2019 academic year on the basis of general and vocational education organizations concerning both per capita financing of the education system and the practice- oriented (dual) vocational training on the production basis of the leading enterprises of the republic. It is also planned to implement a pilot project on approbation and introduction of electronic educational software in organizations of Pridnestrovie, which will be the initial step towards the introduction of distance education. At the same time, all these processes in the sphere of education require legislative regulation. For this purpose, an appropriate law-in-draft is adopted.
Three against one. This was the result of voting on the law-in-draft adjusting the norms of the law "On an individual entrepreneurial patent". The point is that citizens who provide educational services to the public on the basis of a patent must have a special education and not have a criminal record. Previously, similar amendments were made to the basic law "On Education".
