Today, legal entities and individuals wishing to register their enterprise or register as an individual entrepreneur must personally come to the registering authority and write an application. After that they can be registered as a legal entity or as an individual entrepreneur. The government forward with a legislative initiative to provide citizens with the opportunity to apply for registration by electronic means of communication. It was supported by members of the Committee of the Supreme Council for the Development of Entrepreneurship and Industry.
Members of the Parliamentary Committee for the Development of Entrepreneurship and Industry prepared an interpretation as to what to consider as a test of "the existence of an individual entrepreneurial patent". In accordance with the law "On the procedure for conducting inspections in the exercise of state control (supervision)", tax inspection officers have the authority to check the availability of an individual entrepreneurial patent.
The actions related to the verification of other documents, premises, quantity / quality of goods, etc., are unacceptable, since they expand the powers of tax inspectors. According to legislators, they should not be carried out when the patent is checked. In order to remove legal conflicts, in order that the rule of law is interpreted in this way, and not otherwise, and an interpretation was prepared, clearly prescribing a check solely for the existence of a patent.
