The main purpose of the law-in-draft, developed by the Chairman of the Parliamentary Committee on Education, Science and Culture Mikhail Burla, is to support university students who find themselves in a difficult situation. It was proposed to pay a stipend to students who have lost during the learning of one or both parents. There was a legal gap for a long time in the Russian Federation in this part, in connection with which President Vladimir Putin initiated the adoption of the law, valid from July this year. The practice of paying social scholarships for students who lost their parents during the training in our country, is now used in the PSU named after T.G. Shevchenko. The source is high school scholarship fund. The legislative initiative developer Mikhail Burla proposes to amend the law "On education", that this rule applies to all professional educational institutions of the republic.

Debates about what should be the payment for meals in kindergartens had not ceased for a long time in the society. Since 2012, government has repeatedly increased the price of food without any public debate. Parents of preschool children told the deputy Vadim Krasnoselsky about the fact that the tariffs according to them unreasonably inflated. A set of amendments to the law "On pre-school education" was designed in this connection. The author proposed a mechanism for establishing prices for meals in kindergartens, by making the process more open. The essence of the deputy legislative initiative - to pay for food, parents should only for the days when a child attended kindergarten. It was planned to limit the size of the board each year to establish the law on the national budget.

Deputies of the relevant committee recommended the adoption of the law-in-draft in the first reading. They noted that the proposed mechanism should be convenient for all preschools. It was planned in the second reading mode to discuss the issue in detail with the involvement of education professionals.
