On November 8, the deputies adopted the law “On Procurement in Pridnestrovian Moldavian Republic” in the second and final reading. The document was developed by deputies Mikhail Burla, Viktor Guzun, Vadim Doni, Grigory Dyachenko, Vadim Kravchuk, Sergey Cheban. Lawmakers proposed to change the approaches to the spending of budget funds in the sphere of public procurement. The mechanism for the procurement of goods, works and services should be more transparent and understandable.
The implementation of this law required the introduction of amendments to some legislative acts. The proposed standards were considered in the framework of today's meeting of the Committee on Development of Enterprise and Industry. It is proposed to adjust the provisions of civil legislation in connection with the emergence of new forms of bidding, to provide administrative and criminal liability for violation of the law in the sphere of procurement of goods, works and services.
The law-in-draft is recommended for adoption in the first reading. Deputies expect to accept the document in the final reading before the end of this year.
Amendments to the law "On the Fund of the State Reserve of the PMR" were supported by the Committee. The authors are deputies Viktor Guzun, Vadim Doni and Oleg Leontyev. The law-in-draft revises the size of the supervisory board of the fund. Totally it will include 12 people, 5 representatives from the Supreme Council and the government, including one executive director of the fund, and 2 from the President.
Lawmakers suppose that the executive director of the fund should be appointed by the government, as advised by the supervisory board.
The legislative initiative raised questions from the government representatives. The final decision will be taken by deputies in the plenary session.
