Exceptional cases - not a legal concept

The Government initiated adoption of amendments to the Law "On Restoration and Guarantees of Protection of Citizens' Savings". Exceptional cases, the right to government is supposed to determine the recipients of compensation payments for "burned" Soviet deposits, depending on the availability of funds in the budget for these purposes. Members of the Committee had such a statement immediately raised questions, and the main one - how will "exceptional cases be determined?" Members of the Committee decided to recommend colleagues on the deputy corps to reject the legislative initiative of the Government.

As part of the meeting of the Committee of the Supreme Council on Social Policy, Health, Labor, Family and Childhood Issues, deputies voted to adopt an amendment to the law on the remuneration of workers in the public sector. The post for the payment on a legal basis of a specialist in social work with HIV-infected patients was introduced.

The subject of detailed consideration of parliamentarians was the implementation last year of state targeted programs in the sphere of public health: prevention of tuberculosis, immunization of the population, provision of oncological assistance to the population, prevention of HIV / AIDS and sexually transmitted infections. People's deputies drew attention of representatives of the Ministry of Health to the need to improve the effectiveness of the state programs, since for many years, in particular, the situation with prevention and treatment of tuberculosis has not improved. Despite the fact that the need for compulsory treatment for this disease was established at the legislative level several years ago, the executive bodies have not yet found a suitable premises for organizing medical assistance for this category of citizens. At the same time, a program of immunization of the population was implemented almost 100% last year.
